Welcome to the 2011-2012 Region 12 soccer season! On behalf of all the kids, their parents and the countless volunteers who make AYSO work, I would like to thank you in advance for your efforts this season. Volunteer Point Program Summary (posted 8/28/2011)

(2011-2012)

PURPOSE

The purpose of the Referee Volunteer Point Program is to help ensure that AYSO Region 12 recruits, trains, certifies and fields enough volunteer referees to officiate at our Regional games. In this program, volunteers agree to referee games during our Regional Regular Season and Playoffs.

Referee volunteers earn points, which they allocate to one or more teams.  For the 2011 season, Volunteer Points may also be earned by volunteers who assist the Referee Administrator.

During the 2011-2012 Season, teams in Division U10-U14 must earn at least 15 volunteer points to qualify for the Final (elimination) Round of our Regional Playoffs, which leads to Area and Section Playoffs. Teams that fail to accumulate the required points will play the same number of Regular Season and Preliminary Playoff games, but will not advance to the Final Playoff Round. Teams that fail to accumulate the required Volunteer Points cannot become Regional champions.

What this means in practical terms:

  • U10 &U12 Divisions – Teams lacking 15 referee points are NOT eligible to play games that determine the top 4 teams.

  • U14 Division – Teams lacking 15 referee points are NOT eligible to play the games that determine the top 2 teams.   

GENERAL RULES

  1. A volunteer can allocate a maximum of 10 points to a single team. A minimum of 2 volunteers must allocate points to a team in order for that team to accumulate enough points to qualify for the Final Playoff Round
  2. A volunteer cannot allocate more than 3 referee points per day.
  3. A coach cannot Referee (center) in their own division, however they may AR.
  4. Volunteer Points belong to the Volunteer who earns them.  Allocation decisions by a Volunteer cannot be appealed.
  5. Game Assignment (referee or AR) points may be allocated to any team.
  6. Youth Referees have the same rights and privileges as Adult referees under this program.  The minimum age to certify as a Referee is 12 years old.
  7. Teams are responsible for recruiting their own volunteers.

These guidelines may be revised as necessary by the AYSO Region 12 Commissioner or Referee Administrator.

Team Responsibility to Recruit Volunteers and Track Points:

 1.    While individual volunteers are welcome to sign up at any time, it is each team's responsibility to recruit its own volunteers to sign up to referee. Since first-time referee volunteers must fill out an AYSO Volunteer Application form and attend the Basic or U8 Referee and Safe Haven courses before any referee volunteer points can be earned, each team should endeavor to identify prospective volunteers and encourage them to sign up as early as possible after team formation. Please note that since an individual volunteer can allocate no more than 10 points to a single team, and may want to allocate their points to multiple teams, teams should recruit at least three referee volunteers.

 2.    Prospective volunteers must be at least 12 years old. Prospective volunteers under the age of 18 must have parental consent.

 3.    It is each team's responsibility to track whether their volunteers are likely to earn enough points by the end of the preliminary playoff games to meet the minimum required number of volunteer points.

Volunteer Points:

 1.    Since there are many facets to our Regional program, there are also multiple ways volunteers earn points. In addition to awards for officiating games, incentive points are also given for completing training, upgrading certification and helping out with mentoring and referee assessment. Referee schedulers and referee administration volunteers also have opportunities to earn points that they can allocate to their team.  Here’s how points would be awarded:

 a.    One (1) game assignment point is awarded to a volunteer who completes an assigned game as either Center Referee (Referee) or Assistant Referee (AR). Multiple games on the same day earn multiple points, maximum 3 per day.  Points are awarded only to volunteer referees who:

Are certified as AYSO Referees (have successfully completed at least the U8 or Basic Referee and Safe Haven courses and submitted an AYSO Volunteer Application during the current season)

Complete their referee assignment's) in an approved uniform. (NOTE: Club linespersons do not earn volunteer points.)

 b.    Three (3) training completion incentive points are awarded to a volunteer who successfully completes the Basic Referee and Safe Haven courses and two assigned games as either CR or AR. These incentive points are in addition to any game assignment points and may be earned once per volunteer per season.  Points are awarded after the completion of two referee assignments.

 d.    Three (3) upgrade completion incentive points are awarded to a volunteer who successfully completes the AYSO Regional, Intermediate, Advanced Referee or National Certification requirements.  For the Advanced and National course, passing the written test and physical are required.  Points are awarded after the completion of one assigned game as either CR or AR following certification. These incentive points are in addition to any game assignment points and may be earned once per volunteer per certification.

 f.    One (1) referee assessor/mentor volunteer point is awarded to a volunteer who successfully completes an upgrade assessment or mentors another referee in Region 12. Multiple assessments/mentoring assignments earn multiple points. In order to earn referee assessor volunteer points, volunteers must be AYSO Certified Assessors or National Assessors. In order to earn referee mentor volunteer points as a referee mentor, volunteers must be assigned to mentor by the Regional Referee Administrator, or Mentor Program coordinator.

 g.    One (1) volunteer point is awarded to each certified referee volunteer who attends the Referee Field Day.

 h.    Ten (10) volunteer points are awarded to each volunteer that coordinates the referee assignments for a division  (Division Referee Coordinator).

 

 All non game points need to be submitted via email to the Referee Administrator stating the division and team name or number.  All game points will be awarded based on the printed referee name on the game card and the team listed for points.  Any game card not signed will not count for points. 

 2.    No points are awarded for missed assignments or failure to successfully complete a training program.

3.    In cases of doubt, the Regional Referee Administrator is the final authority on the decision to award volunteer points under these guidelines.

4.    While every effort will be made to record volunteer points accurately, each volunteer should maintain a separate record of volunteer points earned.  Team points will be posted on the region 12 website.

 6.    Volunteer points expire at the conclusion of the 2011 Season.

Allocation of Volunteer Points to Teams:

 Volunteer points earned by a volunteer referee belong to that volunteer until they are allocated to a team. The guidelines for allocating points to teams follow.

 1.    When a volunteer referee completes a game and prints their name on the game card, he or she is responsible for specifying which team should be allocated the volunteer points. Overall volunteer points may be split between more than one team, but each allocation must be at least one point.

 2.    Points for training or other administrative assistance are allocated by the volunteer by emailing the Referee Administrator.

 3.    In order to promote maximum volunteer participation, a maximum of ten (10) points may be allocated by a volunteer to a single team in Divisions U10 - U14 during the 2011 Season

 4.    Points earned may be allocated to any team in conjunction with the rules spelled out above.

 5.    Volunteer Points belong to the Volunteer who earns them.  Allocation decisions by a Volunteer cannot be appealed.

 6.    Youth Referees have the same rights and privileges as Adult referees under this program.  The minimum age to certify as a Referee is 12 years old.

Signing Up for Games and Getting Trained:

 For referees needing training, dates for referee clinics and additional details are posted on our website www.aysoregion12.org, under the “Referees” tab. 

Notes:

 No one except the AYSO Region 12 Commissioner may grant an exception to these guidelines.

 These guidelines may be revised as necessary by the AYSO Region 12 Commissioner or Referee Administrator.

New Referees:

We have two options for new Referees

U8: The U8 class is 4 hours and covers basic game control. This class qualifies you to center U7 and U8 games. Uniforms are provided in class when you pass the test.

Regional – The Regional referee class is 8 hours and covers all the “Laws of the Game”. This qualifies you to referee all regional games. We encourage you to start as an Assistant Referee and when you feel ready, center U10 games to gain experience.

If you are already a U8 Referee you only need to attend the second 4 hours of class.

New Referees: You will need to attend a full day class to become a Regional Referee. This will give you the basic skills necessary to work the games. As you become more proficient and confident in your ability, we will move you along into more challenging and competitive games.

Youth Referees: Welcome! We value your participation and hope that you will be able to convince a few of your soccer friends to come out and join you. The rule of thumb is that you can center games (if your referee coordinator feels you are qualified) for games that are at least two years younger than yourself. (Ex. You are 14, you can center U-12 games or under.) You may AR (assistant referee) any game that needs a second or third referee.

Uniforms, Equipment, Etc.: News Flash - We are changing our basic jersey color to Gold starting with Regional referees! New jerseys will be available at the Referee Field day August 26th  or you can drop in during classes Sept 8/9 or 25th at Richardson Middle School.
